If the egr valve sticks wide open it can, some have even had a cracked base. It creates a large vacuum leak. Was the fuel pressure checked at your tune?

Is there a reason not to trust they're diagnosis? To answer your question-Yes, it can cause the symptoms you described, and so can other things. If it is running the same as it was before you tuned it, and you can trust the shop that diagnosed it, replace the egr. It can only cause this type of concern if it is stuck at or near full open. Sticking closed, or if it was diagnosed by code, would only cause possibly some pinging, or a check engine light.
