While driving engine became sluggess and a message on the information console stated that engine power was reduce. The car would only go about 10 - 20 MPH. I pull over and turned the engine off and restarted. Engine power was normal but it still fell sluggess

What you experienced was limp home mode in response to a fault. It should of had a check engine light as well. Have it scanned for codes.

I had the same issue with my 2004 cts I took it in and the stupid codes said nothing about what was wrong I was still under warranty at the time so it didnt cost a thing but this was the answer to my cts's problem. I t was a faulty wiring harnis that the cadi dealer replaced and the car ran fine and is still running fine now no more loss of acceleration no more messages of engine power reduced or engine power cut! It's the wiring harnis.
