94 , SHUTTERING WHEN TURNING IN SNOW

1994 Buick Skylark

Apprx 150 k miles.
Sympton, drive pavement, when turning it seems to lurch, like a 4x4 with a locking 1to1 front axle locked in.
Sympton, snow covered road, driving say 5/10 mph, when turning left or right the vehicle vibrates/shutters severely.

When braking on snow covered road it seems that the ABS valve likes to pop quicker then it should.

When braking on dry pavement it seems to do fine.

I have noticed a slide drop in fuel mileage.

My thoughts are a sticking caliper.

When driving in a straight line, trans shifts fine, car drives staight, maybe a skosh pull to the right.

Any thoughts would be appreciated.
