I do not have a car manuel so how do I take a
flat tire off if the nuts wont turn, I also sprayed it with WD 40 an left it on for an hour an still it won't budge.

With the tire all the way down on the ground, put your tire iron or wrench on the nut with the handle pointing to the left.

Now keep one foot on the ground, put your other foot on the handle, kinda stedy yourself by puting your hands on the car.
Now put your body weight on the handle,
I've hand to kinda jump on the handle before.
