1992 Buick Roadmaster Speedometer problem

My roadmaster speedometer has begun working intermittently. At speeds below 40 mph, sometimes it registers no speed. At highway speeds it works, but seems to be recording speeds lower (~5 mph below) actual speed, and it jumps over a 20 mph range. I cannot keep the cruise conrol engaged. This is an analog speedometer. I have not changed the transmission. Any ideas waht the problem is?

Yes it can only be the seed sensor on the trans or the cluster. Look for them in a junk yard if u wanna save cash. My dad has a 95 and the speedo didnt work so he just got the whole cluster and walla.
