2001 Buick Park Avenue no start

New battery, rebuilt the starter, replaced relay, no blown fuses that I can see. Turn the key and nothing. No click or anything. Does this mean the ignition is bad.

No cranking condition w/o anti theft device your possibilities here could be one of the following

Starter, starter relay, park and neutral switch and ignition switch-to include battery/connections
