1991 Buick Park Avenue ENGINE WILL NOT CRANK OVER

I have an 91 Buick Park Avenue. Car will not start I replaced the starter and nothing it will not rotate. Tried to jump the car off still no start.

Is the battery good? If so double check the connections/make sure it clean and tight. Have helper hold key to start and look for battery voltage at the starter small purple wire-do you have it?
