2003 Buick Lesabre Wheel replacement - can't find 17"

2003 Buick Lesabre Two Wheel Drive Automatic 42000 miles
We need to replace 2 wheels on the car. All specs describe the wheels as 16" 8 spoke alloy but the wheels on the car measure 17" 8 spoke. No online sources for wheels for this model sell 17" 8 spoke wheels.
1. Is measuring the diameter of a wheel as simple as using a tape measure?
2. Did Buick or Buick dealships put 17" alloys on a 2003 Buick LaSabre Limited?
