You would lift the car and grab the the tire at 3 and 9 o'clock while looking at the inner and outer tie rods. If there is any play in them then they should be replaced. Another way is to use some good sized channel locks and squeeze the outer tie rod end toward the knuckle if there is play replace it but that only checks for play in the outer one.
