1994 Buick Century interior hood pull release won't return

What if anything can be done to open a hood,..that when we pulled the interior release and hood release,..it worked the first time ,.but then when we closed the hood and tried to repopen it,..the interior release seized and never returned to normal potsition. How can I open the lid not having the interior release? I need to open it because it only has one quart of oil in it. There is no play with the crack of the hood where the saftey release is,..can I go underneath the car somehow and get to it? What can I do? PLEASE HELP!
