The vents only blow cold air through some of the vents, the others just blow air, I was told the dials on the dash control a door which switches the cold & hot air. Any advice on what to do and how much it may cost to fix.

The A/C system is low on refrigerant, there is a leak somewhere and it will need to be found and corrected and the proper amount of R-134a with PAG oil installed after evacuating the system. Or you could top it off and live with the leak.
