The Steering wheel is harder to turn but the power steering reservoir is full

There is difficulty in diagnosing the car with the information provided. What else besides the fluid had you checked? What is the repair history of the car? Are the tires worn out? What exactly do you mean by harder to turn? Harder than what, what is the comparison you are making?
