Power Steering Stiff

My 328i, 1996, 155000km, wheels 17" 235's has the following steering issue.

When I turn left or right it does not centre back, but keeps turning in the same direction when I let go of the steering wheel. I have to physically turn the wheel back to centre. The steering is also very stiff when turning. Fluid is full, Belt seems ok. (Only started this problem after a engine replacement some 2 years ago, but it has been getting progressively stiffer)

When the stiffness occurs (randomly, once a week or so) it feels almost as though the power steering kicks out and the wheel suddenly goes stiff and stays in the position it is turned in. I could fix it by jurking the steering wheel rapidly left and right. Lately however (3 days) it has been stiff and refuses to let up.

Took it to a shop and the guy say that the steering rack has a bushal or bearing inside that can get dry and cause the stiffness. (He say power steering is working fine, but the stiffness in the rack makes it feel as though it's not working) He say I must bring in so he will drill a small hole in the side of the rack near the bushel and put some oil in that should solve the problem? Sounds wrong? :Shock:

What do you guys think? Does the diagnosis sound right? What about the suggested solution? :

You are probably going to want to replace that steering rack, after all, what is safety worth?
Do not pay that guy to drill a hole in your car!
