2007 BMW 328 IBS problems

Last Friday my car would not start. Some of the power like the audio, windows and lights were working. The gear shift was locked as well. We tried both keys that I have and it still would not start. Three different guys tried to jump start the car. I had the car towed to BMW and they stated that I had problems with the IBS (Intelligent Battery Sensor). They said they would have to locate the part and then charge the battery and that this would take some time. They had the car for the weekend and Monday night they called me and said that they found water accumulating on/or near the battery. The three guys who tried to charge the battery on Friday did not notice any water, nor did I. Today, I was told that the water was coming from the right rear tail light, they said it was not sealed (no electronic light telling me that I had tail light had problems) and it had accumulated on or near the battery and this is why the battery shorted and this is why it would not start my car. They want $1400.00 to fix this and it will not be under my warranty.
In april of this year someone rear ended me and I had a back bumper cover put on, he did not replace anything else.
Can someone help me?

Your story is quite compelling. What exactly are you requesting as far as my help? If the car was involved in an accident and the repairs were at fault for this occasion, then I would seek redress with the insurance agent or company or seek legal representation to have this matter disposed of if possible. However, if the repairs were not performed within BMW standards and with their methods, there is little possibility the BMW warranty folks will offer satisfaction for this repair. Ã â Â
