2003 BMW 325 6 cyl Two Wheel Drive Automatic 95,000 miles
i have my BMW at the dealer for service and was told the steering rack needs to be replaced, is this typical for this mileage and what kind of ballpark figure for this work?

It is atypical. The cost of the rack can be seen at Realoem.com and labor is about an hour and a half.
