My engine temp guage is running just over the blue mark, and occasionaly instantly pegs all the way to hot. The hot warning light does not come on. Is this a guage issue or the sending unit? I'm assuming the car is not actually overheating instantly.

I would start with inspecting all the wiring connectors and connections, power and grounds before condemning the sender or the instrument cluster. If that proves fruitless, then it probably is an internal instrument cluster fault.
