1989 BMW 318 Repair Question

1989 BMW 318 Automatic heating control
Heater problem
1989 BMW 318 4 cyl Two Wheel Drive Manual 97000 miles
When i press auto for the heating (climate control?) it just kicks in and out. The only way I can have permanant heat or cooling is to have it on full from ignition and even then it will not reach the heating temps required because during winter the engine isnt getting the chance to reach the required temps.
There is no probs with the coolant level or leaks and had the micro filter changed about 8 months ago. Any help?
