1999 BMW 316 Climate control not cooling enough

1999 BMW 316 4 cyl Two Wheel Drive Automatic
I have been hearing an increasingly louder flushing noise when I turn on the ac. Now the noise is a lot louder, cooler is a lot less than what is used to be and the passenger side barely gets cool air. We have check the refrigerant pressure, ok. Even changed the refrigerant, with still improvement. Technician says the expansion valve is fault and needs changing. And also advises a change of compressor.
