Blow dryer noise, engine light on, car turns off.

I have a 2006 VW Passat 2.0T. About 3 days ago the engine light came on with the OBD code P0089 (Fuel Pressure Regulator). Beginning the next day the car keeps turning off after 5-15 minutes rides, all the lights remain on, but the engine completely shuts off (the process takes about 10 seconds) and I can't move the steering wheel. Every time this happens there is a blow dryer noise that comes from under the car, even when it is off. Are all of these (car turning off, engine light, noise) related? What is it and how much should I be expecting to pay for repairs? Thank you.

It sounds like the vehicle is going into limp mode, check all of the fluids especially the coolant that noise that you called the blower dryer is the radiator fan coming on probably because the engine is overheating check all the fluids and report back.
