2000 Audi Quattro Diesel car does not start in cold weather

2000 Audi Quattro 6 cyl Four Wheel Drive Automatic 80000 miles
Hello, I have a Quattro A4 6cyl. year 2000. i live in Finland, when it gets cold about -8 or more then car does not start. i have used winter type of diesel, anti-freeze liquids, new battry. half-synthetic motor oil. yet the car just does not start. as if fuel does not reach the engine. i try so many times, waited for the diesel warmplugs to turn off then start engine, yet no hope. when its about -5 degrees, it starts.
can you please give me some advice of what to do? i am so fustrated with this car when it does not start.
