1996 Audi A6 temp gauge

Engine Cooling problem
1996 Audi A6 6 cyl All Wheel Drive Automatic 164250 miles

Temp gauge on my 96 A6 Quattro will not rise to the normal operating range, it will go to the first thick white line appox. 1/4 mark and stay there. Will not move off of that spot no matter what. So far have replaced the water pump, thermostat, temp sensor, fan thermo, coolant and the instrument cluster and still the same problem.
What am I missing?

The next thing to do is check the circuit for the temp gauge, the quick way to do this is to earth the sender wire to chassis earth, (hold it in the engine or head will do) with the ignition on the gauge should go full deflection to hot, (do not hold for loge, just enough to prove the circuit) if this is the case, the problem is cold coolant, if the gauge only goes to the mark you see each day, i would be thinking a faulty gauge.
