Sounds as if the fuel level sender might be having a problem. There is a ground behind left side of dash (brown wire) be sure it has good contact with the body. Besides that the sender wire goes straight to the instrument cluster. Ther is a violet/black wire (sender wire) at the back of cluster. When grounded the gauge should move all the way one direction, if not its the gauge or the wire to it. Has the car ever been tuned up? Any check engine light on?
