2009 Questions for all other cars

What is the best way for the fire department to plug a leaking plastic fuel tank on the side of a freeway? I'm looking for something that will work with a gasoline wet surface. I have tried the 2 part epoxies, but they dont seem to stick very well and I am looking for a better way. I've heard about using a soap bar, but I'm not sure about the validity of it. Towing service wont take the car until the leak has been stopped. Your input will be greatly appreciated by all fire departments.

Parts house will have product that will work on wet tank. I've used and it works. The soap is old school and works on metal tank but not sure about plastic.
