2004 PT Cruiser power steering problem

I have a 2004 PT Cruiser 2.4L Turbo with 70,000 miles on it and the power steering went out. At idle there is no power steering. If you rev the engine to increase the rpms you have power steering. Is this caused by a pump problem or a rack problem? If it is a pump problem, will a pump from a 2005 PT Cruiser (Turbo) work on a my 2004?

It is probably a vacume leak from the variable assist. And you need to check the pumps part number to see if the applications match if the pump isn't working after you check it out. Also cheack the fluid and the like. A rack problem is unlikely.
