1995 for Contour has nothing but defrost.

My 1995 for contour only has defrost. Now yes the heat works, but it doesn't work for the panel or the feet and as far as I know theres no A/C either.
What I'm wondering I what might be the case. I mean it's old and the person you had it before me wasn't the brightest color in the crayon box. So with that said, besides fuses or blower what could it be?
Anything would help me out, anything at all but if you can think of more then one reason, it'd be even better.

Probably a vacuum line or vacuum motor assembly in the heater controls is unhooked or broken, I think they use so-called mini-tube lines, the controls are combo of electric and vacuum. Usually when there's a problem the system reverts to defroster operation only, it could also be a blend door problem, sticking, whatever
