1998 Acura EL 4 cyl Front Wheel Drive Automatic 163000 miles

i have a 98 acura el and my gas gauge seems to fluctuate too much. When i stop towards a red light my gas gauge will rise and as i accelerate the lever will decrease i guess its the momentum of the car when it moves but does anyone know how to fix this problem and how much it will cost.
