4 WHEEL DRIVE ENGAGE BUT LIGHT BLINKING.

I have a 2000 Chevy Blazer LT 4.3L. Push button 4 wheel drive with the automatic 4 wheel button. The problem that I have is that when I push in 4HI the light blinks and goes away. When I push 4LO the light just keeps blinking. I can hear the transfer case engage and the actuator in the cab clicking. The front wheels are locked in cause I can feel the power. So my question is why is the light blinking in 4LO and disappearing in 4HI?

Okay is that just power with key on? Does it have to have the 4wheel engaged? Also would I just check that with a volt meter?
