Fuse blows

My main question is:

Is "starter relay" and "starter solenoid" the same thing used intermittently even though on some Rangers they are fender mounted vs. Starter mounted?

It is a 4 cylinder with manual 5 speed Trans. Where is the short most likely?

No not all fords use a solenoid yours has both however check items in pic i'm sending

Fuse 24 is for ABS try disconnecting abs andsee if it still goes out if it stops then there is a short someplace in wiring or abs
