It sounds like a malfunctioning fuel level sending unit.
The fuel level sending unit is located in the fuel tank with the fuel pump assembly.
It consists of a float that is attached to a resistor panel.
The float goes up or down with the fuel level and that resister different value on the resistor panel. Which gets translated into the fuel level gauge.
When this part malfunctions it can send in correct data and that will lead to improper fuel level display. It can read too high or too low. It can also display any certain level in a point of time then change after a little bit.
In order to replace the level sending unit the fuel tank has to be removed. And on most vehicles the level sending unit is a part of the fuel pump.
