Has there been any problems or recall with volt meters fluctuating between 12 to over 15 volts? 5.3 V8 engines.

No, but there has been a huge problem with the generators since the '87 model year. Pretty much all mechanics are aware of the design problem and the lack of a desire to improve it. They develop high voltage spikes that can destroy the internal diodes and voltage regulator, and they can interfere with computer sensor signals. It is real common to go through four to six replacement generators in the life of the vehicle. To reduce the number of repeat failures, replace the battery at the same time unless it is less than about two years old. As they age, they lose their ability to dampen and absorb those spikes.
