2011 Ford Fusion Repair Question

Hey wondering... when i run out of gas with a 2011 ford fusion the engine wont turn but can it still be put into gear or does the engine have to be running before you can move the car out of park?
I just bought it like a few months ago and it was new had about 13000 km's on it when i run out of gas the engine dosent turn i think its a safety feature but i was wondering if it can come out of the park position oh and its a front wheel drive not sure if that matters or not but thers the question thanks in advance

If your saying the starter won't even crank, have to check the starter circuit. The battery has a full charge and battery connections all clean and tight?
