Am confused about many scan tools in the market. I want to have a Pc based scan tool that will not be more than $400

That shouldnt be a problem so you just want a obd2 code reader that can read 1996 and newer cars?You also want it to read live engine data?You only need it to read transmission and engine codes?If thats the case you can get a hand held scanner for way less then 400.
