what is the name of the black plastic cylinder under the bonet?

I have a renault twingo, under the bonet on the top left hand corner there is a plastic black cylinder, half of that has come off and under the cylinder is another cylinder with holes in it. i assume the black plastic cylinder is protecting the inner cylinder. What is the name of this part please
