I have change my starter, checked my grounding cable, change my battery, check fuses with know blown fuse but still have to jump to 24v before it can start. So as an electrician what is left next for m to do.

If you used 24 volts to jump it, you most likely fried the pcm and other controllers. They are 12 volt only and are protected to about 17-18 volts. Beyond that, they are done.
