2008 Hyundai Other Timing is retarded

Its a CRDI vgt turbo 2.5L diesel engine and when driving on 5th gear, the feeling is like the engine hesitates to increase speed while cruising 130 to 140 kph. At the time its new, it can easily speed up to 185kph in a matter of seconds without hesitation. How come. I have new clutch disc, new vgt turbo, correct rail pressure, clean fuel filter. Kindly advice me of the correct setting when using an automotive scanner. Tell me also the computer program to interface with the correct scanner or datalogger.

Ensure the floor mat is not restricting the accelerator pedal movement. Use the can tool to monitor the throttle position.

Sorry I do not have the information as to what interface to use.
The scan tool that I use automatically searches for the correct interface when required.

Did you check the exhaust system for clogging and what about the air filter and intake system?
