2008 Honda Accord Repair Question

Honda Accord Noise Problem
Getting whining noise between 0 to. 40 km had power steering pump replace 3 times by dealer ship .each time noise disappear but came back (turning steering wheel left to right does not increase the noise.) Could I have another problem ?

yes, where is the noise coming from??? when does it happen????
