FORD KA NOISE PROBLEM

I have a funny noise coming from the front left headlamp. Upon further investigation I have sussed out that the motor that dips the reflectors of the headlamps seems to be jammed some how. When I turn the dial for the height of the headlamps up or down (this being located on the dash left of the steering wheel), I can hear and see the right headlamp operating as normal but no change in the left, apart from the constant pulsing noise. When I look head on at the vehicle the right (or rather left) headlight is much brighter than its counterpart when both should be dipped. This is resulting in many flashes from oncoming drivers when on the road. My question is however, is it an electrical fault or something more simple as a dislodging of a part?
