Why do some of the Escape's have a cabin air filter, and others of the same year and model don't?

Have checked on line and my Escape does not have the small cover on the pass side of the engine compartment that contains the cabin air filter.

Beginning in 2007, the cabin filter is dealer installed accessory and may not be installed on a particular accessory.

Wipers need not be removed. Just remove 4 front fasteners, lift up cowl piece and remove rain shield and cabin filter, if installed.
