Pwr windows will not work unless I press the "top up" button. When I press this button, I can hear the top motor run .
It is as if the top motor completes the top close cycle then backs off. When I press the top up button until the motor stops, the window controls work properly. Next time I lower the window, I have to repeat to get window to go up.

Check all window circuit grounds.
