I have a 2008 chevy colorado with a 2.9 5 spd. It surges mainly in 3rd gear with sometimes a stumble in 4th or 5th. Any ideas what could cause this?

I have a 2008 chevy colorado that is a 2.9 5spd that surges mainly in 3rd gear. Starting up a steep grade from a stop makes it worse. It does not feel like a miss and the rpms never rise when it does this. I cleaned the electroc throttle control and checked for codes and none are present. Any ideas what this could be?
