My car wont start I have some security issues

I have a 2007 saturn sky, (salvaged) the insurance comp, says it runs and drives. They are also one of north Americas largest salvage/none salvage/repo. Company in the country. Which they test there cars and inform u weather it starts with a jump, dose not start, or runs and drives, my car was labeled "runs and drives" but when the car arrived to my place via truck. The bcm was missing and so was the battery. So I went and got a used bcm, and new fully charged battery installed it. Only to later find out that it was the wrong year bcm, so I uninstalled and sent back and got another used one off ebay, this one dose match my car. Installed it. But the anti theft lock(small car with lock) is on, along with airbag and engine light. When I go to start the car I get nothing, not even a crank, and the anti lock icon dose not flash or blink, it is solid. Things I have tried, the 10 min re-learn. The first time I installed the correct bcm I tried the 10 min re-learn and the anti lock icon disappeared so I proceeded to turn off for 10/20 seconds, and back on again, when I turnd it back to the on, well it started clicking and blinking along with my park/shift light. It did that for five min, so I turned it off. Cuz I didn't want my battery to go dead. And every time since it has not went out(anti lock). So I went and got a new battery, made sure it was fully charged and tried again. But still didn't work. It did not blink just stayd solid. Also radio is locked.
