Have you tried seeing if both heater hoses going into the fire wall get hot like i suggested?You said the engine gets to normal operating temp so i wouldnt suspect a thermostat issue.Also the heater feeds for coolant bypass the thermostat anyways.

Then it sounds like your heater core is restricted.
