Delayed heater/AC blower start up

2007 Murano AWD 79,000 miles

Heater fan system will not start up for 4-10 miles, longer if car is outside in cold temps 0-20 degrees. It might take up to 20 miles or 15-20 minutes--you can feel some warmth by the dash and floor--just no air movement. Blower will always start eventually, then heat/AC are fine. Dealer diagnosed problem as "sun sensor" located in the dash. After special order and 10 day wait, the sun sensor made no difference. Dealer said there can be up to 150 second delay for the blower to start in normal operating conditions. Is this delay built into a on/off button or is there an air flow temperature sensor or coil in the housing behind heater core?

Blower motor operations is delayed when engine coolant temperature is low. The delay is inbulit in system by if it is taking too long to come on, then something must be wrong somewhere.

Have the ECT checked.
When blower operates, the heating efficiency and cooling efficiency of A/C good?
