How tight should the tensioner pivot point bolt for the serpentine belt be?

2007 Ford Five Hundred SEL 3.0L V6.
I just replaced the alternator & serpentine belt. Does the tensioner pivot bolt need to be tightened or torqued to a specific amount?
(I don't understand how it can maintain constant, adequate tension on the belt if it's extremely tight, but I'm not certain.Thanks for your help).
