Checked my water tank and found a thick, shiny brown substance in it. Car has not over heated and there is no water on the dipstick, as well as no oil in the engine. What could this be? The oil cap and dipstick has no white foamy liquid on it. My car also refuses start.

It may be trans fluid due to a leaking cooler in the radiator.

Check your engine oil cooler:

Your cooler might look different... but because oil pressure is higher than the cooling system pressure, engine
oil is forced into the cooling system.

Did it start? Did you replace the Engine Oil Cooler?
