2006 Saturn Ion Repair Question

Saturn Ion Seat belt Problem
I have a broken driver side seat belt will not click in i have to use the passenger side i need to know if this is a safety problem the dealer said it would costs $200 need to know if this is under a safety warranty

So the drivers seat buckle the female side wont lock the seat belt into it?Also it wouldn't be a safety warranty the seat belts are only covered under the normal bumper to bumper warranty period.You could replace your buckle yourself for a lot less there not hard to change.
