Have you checked fuel pump pressure? When you use starting fluid to start it, does it stay running?

From experience, I think you have what I call a lazy pump. Basically, it will produce enough pressure to keep the engine running, but not enough to start it. You need to check the fuel pump pressure. Have you done that?
