My service battery charging system light came on and the car won't start, but the power windows and idiot lights come on. Battery is about 4yrs old.

Check the battery for condition including load test first. Check items in pic and fuses under hood.

Lets use these guide to help us fix it

and

You could just have a bad battery

Battery light comes on and dings randomly. DVM across battery reads from low 13's to 16+ (YIKES)volts. I'm thinking regulator. Can I replace just that or is it time for an alternator(kind of spendy)?

Just recently i have had 2 instances where the car wouldnt start right away. Everything is operational at that time but engine wouldnt turn also locks wouldnt work from interior . about an hr or so later it started right up. battery light is flashing while i drive and the security light indicators? Any direction i should start checking alternator? Can this be a indication of the control module going bad?

Have your battery checked first as that can cause all of the problems you've listed. It could also be your security system as well. But a bad battery will cause all sort of problems.
