Why do my truck idles irradically (high/low) and cuts off when coming to a complete stop?

When I slow down and come to a complete stop at a stop sign or red light the idle drop below "1" and the truck cuts off.

Have the idle speed controller, EGR valve and throttle position sensor-checked-start here
