Power steering pump problem

The power steering pump freezes / binds up when I turn my wheel no matter if engine is cold or hot. I have replaced the pump and all belts. All belts are tensioned properly. I'm at a standstill. Can a high pressure hose cause this? It's not leaking nor does it look damaged in any ways. Looking down into the pump while running it appears that the fluid is moving. The only thing I can think of other than that would be the rack. Am I missing something? Is there a way to test each item?

Hello,

Yes the high side hose can definitely cause this problem. What happens is the inside of the hose comes apart which can sometime stop the flow of the fluid, I would start there and see what happens.

To see if the pump works start the car and using a pare of needle nose plies slowly cut off the pressure hose and should be able to feel hydraulic pressure under the pliers if the pump is good.
